class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Le 28 mai 2026, PWS a sign\u00e9, aux c\u00f4t\u00e9s de plus de 60 organisations et mouvements sociaux, une d\u00e9claration concernant la r\u00e9forme pr\u00e9vue de la loi nationale de protection des d\u00e9fenseur\u00b7e\u00b7s des droits humains, des journalistes et des acteur\u00b7rice\u00b7sdu syst\u00e8me judiciaire au Honduras. Les organisations demandent un processus de r\u00e9forme transparent et inclusif, avec la participation active de la soci\u00e9t\u00e9 civile concern\u00e9e. La d\u00e9claration compl\u00e8te peut \u00eatre consult\u00e9e <a href=\"https:\/\/www.peacewatch.ch\/wp-content\/uploads\/2026\/06\/2026_Pronunciamiento_LeyProteccion.pdf\" target=\"_blank\" rel=\"noopener\">ici<\/a>.<\/p><p>Le processus de r\u00e9forme concerne le syst\u00e8me national de protection mis en place en 2015, destin\u00e9 \u00e0 prot\u00e9ger les d\u00e9fenseur\u00b7e\u00b7s des droits humains, les journalistes et d\u2019autres personnes menac\u00e9es. Bien qu\u2019une r\u00e9forme soit reconnue comme n\u00e9cessaire apr\u00e8s des ann\u00e9es de graves d\u00e9faillances et de violences persistantes, les organisations signataires critiquent le fait que les modifications actuelles soient pr\u00e9par\u00e9es sans consultation large, pluraliste et transparente de la soci\u00e9t\u00e9 civile concern\u00e9e. En particulier, les organisations de d\u00e9fense des droits humains, les communaut\u00e9s autochtones et afrodescendantes, les organisations environnementales et les organisations femmes ainsi que les mouvements sociaux n\u2019auraient jusqu\u2019\u00e0 pr\u00e9sent pas \u00e9t\u00e9 suffisamment impliqu\u00e9s.<\/p><p>Les organisations soulignent que la situation au Honduras demeure alarmante : malgr\u00e9 la cr\u00e9ation du m\u00e9canisme de protection en 2015, entre 2019 et 2023, deux journalistes et quinze d\u00e9fenseur\u00b7e\u00b7s des droits humains ont \u00e9t\u00e9 assassin\u00e9s alors qu\u2019ils et elles b\u00e9n\u00e9ficiaien b\u00e9n\u00e9ficiaient de mesures de protection. Entre 2015 et 2025, 111 d\u00e9fenseur\u00b7e\u00b7s de l\u2019environnement ont \u00e9galement \u00e9t\u00e9 tu\u00e9s. Selon les organisations, le taux d\u2019impunit\u00e9 atteint 92 %.<\/p><p>D\u00e8s 2025, des modifications de la loi de protection avaient d\u00e9j\u00e0 \u00e9t\u00e9 adopt\u00e9es sans consultation des organisations concern\u00e9es. Ce processus avait \u00e9galement \u00e9t\u00e9 critiqu\u00e9 par le Haut-Commissariat des Nations Unies aux droits de l\u2019homme. Les organisations signataires mettent donc \u00e0 nouveau en garde contre des r\u00e9formes adopt\u00e9es sans participation d\u00e9mocratique et selon une proc\u00e9dure acc\u00e9l\u00e9r\u00e9e.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<div class=\"elementor-element elementor-element-77e9d21 elementor-widget elementor-widget-text-editor\" data-id=\"77e9d21\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Les organisations signataires demandent au Congr\u00e8s national hondurien :<\/strong><\/p><ul><li>de suspendre la proc\u00e9dure de r\u00e9forme en cours jusqu\u2019\u00e0 ce qu\u2019un processus de consultation large, transparent et inclusif soit garanti ;<\/li><li>d\u2019impliquer activement les d\u00e9fenseur\u00b7e\u00b7s des droits humains et les personnes concern\u00e9es dans la r\u00e9forme ;<\/li><li>d\u2019int\u00e9grer le Conseil national de protection dans le processus de r\u00e9forme ;<\/li><li>de ne pas adopter de modifications l\u00e9gislatives en proc\u00e9dure acc\u00e9l\u00e9r\u00e9e ;<\/li><li>de renforcer le m\u00e9canisme de protection sur les plans financier et institutionnel.<\/li><\/ul><p>Par ailleurs, les organisations appellent les Nations Unies, la Commission interam\u00e9ricaine des droits de l\u2019homme (CIDH), le Rapporteur sp\u00e9cial des Nations Unies sur les d\u00e9fenseur\u00b7e\u00b7s des droits humains ainsi que les organisations internationales de coop\u00e9ration \u00e0 suivre attentivement le processus de r\u00e9forme.<\/p><p><strong>En signant cette d\u00e9claration, PWS soutient la demande d\u2019un processus de r\u00e9forme qui prenne en compte les exp\u00e9riences et les perspectives des d\u00e9fenseur\u00b7e\u00b7s des droits humains concern\u00e9\u00b7e\u00b7s.<\/strong> Les lois destin\u00e9es \u00e0 prot\u00e9ger les d\u00e9fenseur\u00b7e\u00b7s des droits humains doivent \u00eatre \u00e9labor\u00e9es avec la participation de celles et ceux qui risquent chaque jour leur vie pour d\u00e9fendre les droits des autres.
